Essentially, the publisher verification process was set up for your safety. Initially set up by Microsoft© (I believe), the intent seemed well valued. The process was set up to warn you of the potential risk of downloading and installing malicious code by an unverified publisher. Unverified, i.e.,  meaning that the publisher did not pay Verisign© or another authorized establishment the annual fee (up to $500.00) to persuade their clients that they are indeed who they say they are. Ill intent set aside, I'm not sure that these authorities regularly check for such malicious coding after the fee has been paid.
